Dynamic Forms: digitalising contracts with one corporate, reusable tool
A corporate Dynamic Forms platform that lets Commission services build any kind of contract, annex or form by configuration — and run thousands of instances of the same configuration, with role-based access by position, down to each instance and each section.
The European Commission manages very large volumes of contracts, grant agreements, annexes and amendments. Many of these processes relied on documents exchanged by email, manual checks and tools built separately for each business process.
Every new contract type meant new development, new screens and new maintenance — and the same logic was rebuilt again and again across services.
The challenge
- Contract templates and annexes that change frequently and differ per programme
- New development needed for every new document type
- Thousands of parallel contract instances to create, fill in, validate and track
- Many actors — programme officers, legal officers, project managers, analysts, developers — each allowed to see or edit only specific contracts, and only specific parts of them
- Duplicated form tools across services, each with its own maintenance cost
The architecture
A configuration-driven platform: the contract is data, not code.
- 1
Form definition model
Each contract or annex is described as a configuration — sections, fields, repeatable blocks, validation rules, conditional logic and calculations.
- 2
Configuration designer
Business teams assemble and evolve contract templates themselves, reusing a catalogue of standard sections and field types.
- 3
Dynamic runtime engine
An Angular engine that renders any configuration at runtime, applies rules as users type and works for every contract type without new code.
- 4
Instance management at scale
Thousands of instances created from the same configuration, each with its own data, status, workflow and history — with versioned configurations.
- 5
Role-based access by position
Roles mapped to real positions — programme officer, legal officer, project and programme manager, business analyst, developer and more. Permissions are resolved per role, per instance and per section: who can view, edit, validate or approve each contract, down to individual parts of the document.
- 6
Corporate integration
REST APIs to connect with corporate systems, document generation and audit trail, following Commission standards.
Corporate reuse
Built once as a corporate building block, reused by many processes and services.
One tool, many processes
Contracts, annexes, amendments and other structured documents all run on the same engine.
Configuration instead of development
New document types are delivered by configuration, freeing developers for platform improvements.
Central maintenance
Security fixes, accessibility and new features benefit every process at once.
Shared components
Built with the Commission’s corporate UI standards and reusable components, for a consistent user experience.
Standards & governance
- Corporate standardsAligned with the Commission’s architecture, security and UI standards for corporate tools.
- Accessibility & multilingualismForms that work for every user and every official language required.
- AuditabilityEvery change on every instance is traceable, supporting compliance and control.
