EU Funding & Tenders Portal: engineering the single entry point to EU funding
Four years building the portal where organisations across Europe find, apply for and manage EU grants and public procurement — and on the corporate systems behind it.
The Funding & Tenders Portal is the European Commission’s single entry point for organisations and individuals who want to participate in EU programmes — from searching funding opportunities and calls for tenders to submitting proposals and managing grant agreements.
It is the gateway to programmes such as Horizon Europe, the EU’s research and innovation programme with a budget of €95.5 billion for 2021–2027, and sits within a large corporate landscape of connected systems for grants and procurement used by applicants, experts, beneficiaries and Commission staff.
The challenge
- Very large numbers of external users with very different journeys: applicants, beneficiaries, experts and contractors
- Many programmes and procedures that must share the same corporate building blocks
- Integration with a landscape of corporate back-office systems for grants and procurement
- Front-ends built on older Angular versions that had to converge on the corporate UI framework
- Strict requirements for security, accessibility and multilingualism
What we built
Corporate, reusable building blocks shared by the portal and the systems around it.
- 1
Portal front-ends
Angular single-page applications for searching opportunities, managing participation and following grants and tenders — migrated from Angular 2 to the Commission’s eUI framework.
- 2
Reusable corporate components
Shared UI components and patterns reused across the portal and related corporate tools, for a consistent experience and lower maintenance.
- 3
Dynamic Forms & eForms
The configuration-driven forms engine used to digitalise contracts, annexes and structured submissions without new development.
- 4
Procurement & grants management
Workflows supporting grant agreements and procurement procedures, from evaluation to contracting and follow-up.
- 5
My Workplace & OpSys
Staff-side applications used to run, monitor and report on programmes, integrated with the portal’s data.
- 6
APIs & integration
REST services connecting front-ends with corporate back-office systems, designed contract-first and secured with corporate identity management.
How we built it
Feature teams, shared building blocks and continuous delivery inside a multi-supplier corporate landscape.
Component-driven front-ends
Screens assembled from shared, tested components instead of being built one by one.
Full-stack delivery
From Angular front-ends to Spring Boot services and integrations — one team owning features end to end.
Corporate alignment
Close collaboration with the Commission’s central IT teams and business owners to follow Commission architecture and UI standards.
Continuous delivery
Incremental releases on a live, business-critical platform without disrupting its users.
Standards
- Corporate UI framework (eUI)Converging applications on the Commission’s standard framework and components.
- Accessibility & multilingualismInterfaces designed for all users and the languages required by EU programmes.
- Security & identityCorporate authentication and role-based access for external and internal users.
